About R2
The R2 Program support contract awarded
to VSE in January 2003 provides Federal Program Managers with a flexible,
rapid response acquisition vehicle that can support virtually any
Government requirement. The Government, forced to deal with deteriorating
inventories and shrinking budgets, requires rapid access to a broad range
of technical and non-technical services, equipment providers and
integrators during all phases of a program's life-cycle. The R2 Program is
U.S. Army Communications-Electronics Command (CECOM) Research,
Development, and Engineering Center's contract vehicle to continue the
valuable, cost effective and responsive support provided to the Department
of Defense (DoD) and other federal agencies, under the R2CSR contract.
The R2 Program consists of an Indefinite
Delivery/Indefinite Quality (ID/IQ) contract with the option to issue
either Time and material (T&M) or Firm Fixed Price (FFP) task orders (TO).
The contract is open to all federal agencies. It provides an initial two
year contract with three two year options. Prime contractors may ear an
award extension up to one year.
The R2 Program supports most aspects of
research and development, engineering, upgrades, installation,
fabrication, test and evaluation, operations, maintenance, and
programmatic support of new and existing government platforms, systems,
subsystems, and end items. The contract offers significant advantages
including providing Federal Government departments and agencies the
ability to place work on contract with a goal of issuing a task order within 19 business days. The Program is
not only user friendly, but provides extremely competitive program cost
and an aggressive approach to utilizing small business skills and
capabilities.

Day Award Process
Once the R2 data package is finalized and
the customer has approved release, a TEP is requested from VSE via e-mail.
The customer will receive a courtesy copy of this request.
The VSE Team will provide our TEP,
including technical description, labor, materials breakdown, and cost
proposal, via e-mail, directly to the customer Procurement Contracting
Officer and R2 Project Office, within seven business days. The R2 Project
Office will then request an evaluation report from the customer via
e-mail, and provide a template evaluation form.
The customer will be asked to complete
the initial evaluation within five business days. An additional seven
business days are set aside to resolve any discrepancies with the
proposal(s), and prepare the required award documentation.
It is noted that the customer's
commitment to meeting this schedule, including timely submission of
funding documents is essential to meeting the 19-day standard.
Upon award, the customer will be provided
with an electronic version of the task order via e-mail.
